NASCO is the eyes, ears and voice of contract security. The association advocates your views and concerns to Congress, federal agencies, state legislators, the courts and the public. NASCO works closely with state, national and international organizations and other related industry associations, public affairs groups and agencies.
During 2005, NASCO has focused on five core objectives identified by its members:
Introduce legislation to raise the standards for security officers and private security in the 10 states currently without any regulation or licensing. NASCO supported:
Introduction of new regulatory legislation in Colorado and Nebraska and will continue to support legislation in states without regulation
Criminal history records checks through state and FBI authorized after decade-long NASCO effort - Private Security Officer Employment Authorization Act
Improve regulation in states with minimal regulation and licensing. NASCO supported:
Regulation of California proprietary security officers by Bureau of Security and Investigative Services
Amendment of existing private security laws in North Carolina and Oregon
Further consideration of District of Columbia’s dramatic revisions to licensing law
New training requirements for Connecticut and New Jersey and proposed in Florida
Associated Licensed Detectives of New York State (ALDONYS) fight against New York “Security Training Tax Credit”
New York legislation’s reinstatement requirement of FBI checks for narmed security officers and Hawaii’s mandatory requirement of state checks for all contract security officers
Assist state regulators. NASCO supported regulators by:
Joining as founding Associate Member of the International Association of Security and Investigative Regulators (IASIR)
Fostering relationships and information-sharing IASIR members
Participate in the Department of Homeland Security’s development of the National Strategy for Critical Infrastructure. NASCO participated by monitoring, reporting and facilitating:
Major DHS developments and providing members access to draft DHS reports and documents
Increased recognition of private security officers as “first responders”
Monitor state and federal legislation and regulatory issues. NASCO:
Delivers bi-weekly updates on status of state legislative and regulatory developments, with special alerts for more urgent state or federal activities and issues
Opposes local proposals in major metropolitan areas that include private security officers in “Displaced Workers” laws, requiring new contractors to retain incumbent employees
Track and report changes in minimum wage and other employment-related issues

NASCO is a founding member of the Security Companies Organized for Legislative Action (SCOLA), a coalition which unifies the respective efforts and resources of diverse segments of the private security industry–alarm, armored car, investigative and security officer services–on federal issues of mutual interest.

NASCO has established and maintains cooperative relationships with state, national and international associations to promote common objectives and uniform regulation.

NASCO's outreach efforts include:

Participation in the Federal Law Enforcement Training Center's (FLECTC) Operation Partnership to foster cooperative relationships between law enforcement and private security

Participation on the ASIS Public Law Enforcement and Private Security Service Councils

Participation on the International Association of Chiefs of Police (IACP) Private Security Liaison Committee.

Participation in IASIR including a member on the International Association of Security and Investigative Regulators (IASIR) board.

Participation in ISMA including a member on the International Security Management Association (ISMA) board.
